I agree that PLR is a starting place. I consider it research and often acquire two or more PLR works on the same topic and then compare and contrast. Then I write it out in my own words, in my own voice. That way it is genuinely mine and has no problems with duplicate content or eZine screens etc.
The problem utilizing Plr reports is the fact that people fail to make use of it appropriately. They should really either apply it to obtain ideas for subject areas to write about or even fully re-write it or spin it and after that place his or her own name onto it.
